Need to crack down, impose new laws/ordinances altogether in Chicago with regards to loitering on any level. Would take care of 1/2 of your problems.
Although you're trying, this "positive" loitering thing is the most ridiculous thing I've ever heard of.
Ah, No Difference.... At least someone is trying to do something beyond sniping from the anonymity of the interwebs.
Positive loitering has been proven to clean up neighborhoods. I'm guessing that you've never been to one of the meetings held around the neighborhood in which positive loitering was discussed? Didn't think so. I'm going to assume, then, that you don't know what it is. Positive loitering involves neighbors coming out and hanging out where the miscreants normally spend their time. The miscreants don't like to think people are watching or have people in their space. They eventually move on.
The bonus is that you get to meet the neighbors. I've gone to positive loitering events in the past. Thugs were kept at bay and we all had a great time getting to know one another, chatting it up, kids and dogs playing... Sometimes people bring refreshments. It's lovely.
Wondering if we can get some positive loitering near the Green Arch on Bryn Mawr and Broadway? That is a magnet for gang bangers.
