City Shelters Remain Unoccupied During Bitter Cold

After following the REST shelter situation in our neighboordhood so closely, I found this excerpt from an article on the Chicago Tribune’s website today covering the cold shocking: “Perhaps surprisingly, city shelters for the homeless were relatively unoccupied. The city provides 5,000 beds spread over 90 shelters, Department of Family and Support Services spokeswoman Anne Sheahan said. But only 107 requests for shelter were made since last night, she said early this morning.”

With bitter cold temperatures and wind chills, how is it possible that only 2% of our city’s shelters were occupied last night? Am I missing something?
