They steal dogs to sell them, especially rarer/expensive breeds. I agree with ECB’s post — don’t leave them unattended. I always cringe when I see a dog tied up to a parking meter while their owner is in a coffee shop or shopping.

Apparently this guy had grabbed several dogs, but there was no follow up after the initial communication on the scanner. I’ve read that this is actually pretty common. People are advised not to leave a dog unattended, such as when you might go into a store or business and leave the dog leashed to a parking meter or something.

911 calls are made because an illegal act is in progress and it needs immediate attention. Crimes from the very serious to ones that appear "victimless" are worthy of reporting (i.e. public drinking and prostitution.) Drug dealers and gangbangers are more likely to engage in illegal activity when petty crimes are ignored, so it's important to take all crimes seriously.

311 calls should be made when an offense does not require immediate attention. A good example would be overflowing garbage or graffiti. 311 is also useful when you're trying to reach the phone number of a city service.

The more 911 calls you make in regards to drug dealers, the more police the city will allocate to the area.
