Osterman-supporting PAC won’t disclose money source

According to the Chicago Sun Times article “Follow the money to 16 aldermanic candidates,” the Polical Action Committee (PAC) For a Better Chicago has amassed a $1M political warchest but has chosen not to disclose the source(s) of the money – a possible violation of state law and campaign disclosure laws. For a Better Chicago recently sent out a mailing to voters in the 48th Ward on behalf of Osterman.
We’re no expects on campaign disclosure laws, but we do know that PACs must disclose their financial activities such as where they donate. Does that also include where they receive their money from?
