Victim Frank Kiley

Victim Frank Kiley

It has been a sad past couple of days and many residents were anxious to hear about who the driver was that killed Frank Kiley and injured several others. Last night his name was released with charges.

58-year-old Vladimir Tsemekhman of the 800 block of W. Belle Plaine Ave. has been charged with one count of reckless homicide, a Class 3 felony. He was also ticketed for reckless driving, failing to show due care when a pedestrian is in the roadway, disobeying a red light, failing to reduce speed and failing to keep in lanes.

Chicago police also released the official details to what they believed happened. Mr. Tsemekham, driving a maroon Ford Focus, blew through a red traffic light at Berwyn and Sheridan at a high rate of speed. As he approached a stationary No. 147 bus just a block further, he tried to pass on the right side and plowed into the rear of Frank Kiley’s black Toyota as he and his partner Wilma Deveyra were loading groceries into the trunk. Mr. Kiley was pronounced dead at the scene just before Noon. Ms. Deveyra was thrown to the ground but is recovering from her injuries. The accident was very violent and set off a chain reaction of up to 3 cars and the bus.

Mr. Tsemekham was taken to Advocate Illinois Masonic Medical Center in critical condition and has since stabilized. He is expected in bond court today. There were no reports of intoxication or cell phone use.
