Difficult terrain – who’s responsible?

A reader inquires:
I’ve lived in Chicago for several years and take the Clark Bus (22) and the Damen Bus (50) often. Every winter I trudge through the snow on the sidewalk along Clark Street (across the street from Gethemane Nursery) to get to the Edgewater Bus Stop. It is NEVER shoveled and with the recent Blizzard it is nearly impossible to navigate. Obviously someone owns this property. It is well kept in the summer. The lawn is always mowed. The statue and fountain are maintained. Andersonville has installed a very nice Welcome to Andersonville sign on the parklike grounds… so, WHO is responsible for shoveling these walks and why don’t they clear a path for pedestrians?
