One problem that might kill this good plan is that LAZ’s contract with Chicago says that Chicago has to pay LAZ for every re-purposed parking spot as though that spot were rented every second (of the scheduled meter day) of every day of what’s left of the 75 year parking meter deal.

That one spot might cost the city more than paying to raze a building, and losing all of the future property tax revenue going forward.
